The U.N. World Food Program says it is providing emergency food assistance to millions of Afghans who cannot afford to buy wheat and wheat flour. The agency said spring floods are a further concern, especially after a harsh winter with melting snow and spring rains expected to threaten tens of thousands of people. Global food prices have risen by 40 percent since last June.
