U.S. envoy Richard Holbrooke is due in Islamabad Monday for his first visit since Washington promised more aid to Pakistan to help it defeat Islamist insurgents. Holbrooke and Chairman of the Joint Chiefs of Staff Admiral Mike Mullen are expected to arrive in the Pakistani capital from Kabul, where they met with the Afghan government.

U.S. President Barack Obama has promised more than $7.5 billion in civilian aid to Islamabad over five years as part of his new strategy to stabilize Pakistan and neighboring Afghanistan. The plan also includes sending thousands of additional U.S. troops and trainers to Afghanistan. In return for the aid, Mr. Obama has said Pakistan must be accountable for making progress in combatting militants.
