Mr. Obama spoke Monday at the start of two days of talks with Mr. Medvedev and other Russian leaders.
The two presidents are discussing a new agreement to replace the 1991 Strategic Arms Reduction Treaty, which expires in December. Mr. Obama told Russian television his goal is to cut nuclear weapon stockpiles in a way that does not leave the United States or Russia with an advantage over the other.
Officials said Monday that the U.S. and Russia have agreed on the text of an outline deal to cut weapons.
