英国外交大臣米利班德说,出席稳定阿富汗局势伦敦会议的各国承诺向一个基金捐助1亿4千万美元,让阿富汗的塔利班武装分子重归社会。

米利班德说,所承诺的资金将用于该计划第一年的开支,而且国际社会承诺重归努力。

米利班德星期三在伦敦会议结束时发表的有关评论。这次会议为期一天,目的是稳定阿富汗局势。大约70个国家的代表们参加了这次会议。

早些时候,美国国务卿希拉里.克林顿对代表们说,阿富汗总统卡尔扎伊提出的让塔利班武装分子重归社会的计划将给阿富汗带来更大的稳定和安全。

克林顿说,如果采取正确的奖励措施,让很多中、低级塔利班成员放弃暴力,接受阿富汗宪法,他们可以成为阿富汗民主的一份子。

British Foreign Secretary David Miliband says countries attending a London conference on stabilizing Afghanistan have pledged more than $140 million to a fund designed to reintegrate Taliban militants into the country’s society.

The foreign secretary says the money pledged will be for the first year of the program, and that there is an international commitment to the reintegration effort.

He commented Wednesday in London at the end of the one-day conference on stabilizing Afghanistan. Delegates from around 70 countries attended the meeting.

Earlier, U.S. Secretary of State Hillary Clinton told delegates Afghan President Hamid Karzai’s plan to reintegrate Taliban militants would bring greater stability and security to the country.

Clinton said with the right incentives, many low and mid-level members of the Taliban can become a part of the country’s democracy — if they renounce violence and accept the Afghan constitution.
