The address follows the president’s recent listening tour about how to fix the economy. Last Friday, a government report said the U.S. unemployment rate declined slightly from a 26-year high, but remains at 10 percent.On Monday, U.S. Federal Reserve Chairman Ben Bernanke said that while the economy has improved, many families and businesses remain under “intense” economic stress.Bernanke also said job openings and credit remain scarce, and that the jobless rate is likely to remain “elevated” for some time.
