北韩星期一呼吁与美国进行和平谈判以及结束制裁,以此作为恢复陷于僵局的去核化六方会谈的条件。
北韩外交部星期一发表声明说,恢复多边会谈将取决于能否与美国签署和平协议。1950年至1953年的朝鲜战争是以停战而不是以签署和平协定的方式结束。
声明还说,条约对结束“战争状态”这一美国和北韩之间紧张关系的“根源”至关重要。
联合国安理会在北韩进行两次核武器试验后于2009年6月对北韩进行了最新制裁。
2005年,北韩与美国以及其它四国(中国、俄罗斯、日本和韩国)签署协议,制定北韩去核进程以及和平协议的框架。
North Korea has called for peace talks with the United States and an end to sanctions as conditions for resuming stalled six-party denuclearization talks.
The North’s Foreign Ministry said in a statement Monday that the resumption of the multilateral talks depends on a peace treaty with the U.S. The 1950-through-1953 Korean War ended in a truce, not a peace treaty.
The statement also says the treaty is essential for ending a “state of war” that has been a “root cause” of tense relations between the U.S. and North Korea.
The United Nations Security Council most recently imposed sanctions on North Korea in June 2009 after Pyongyang conducted two nuclear weapons tests.
In 2005, North Korea signed an agreement with the U.S. and four other countries (China, Russia, Japan and South Korea) that lays the framework for the North’s nuclear disarmament and a peace agreement.
